"Hold on the purse strings" nghĩa là gì?

Nắm hầu bao. Photo courtesy Ronnie Macdonald.

'Hold on the purse strings' có từ purse là ví tiền, string là dây buộc, vì thế cụm từ này nghĩa là nắm giữ hầu bao (nắm quyền kiểm soát việc chi tiêu).

Ví dụ
Cities now generate their own revenues, make their own deals with private firms and start their own businesses, though the central government keeps enough of a hold on the purse strings to ensure fiscal discipline.

Just as we see today, the establishment was waiting to see Trump fail, vindicating the almighty ruling class and their hold on the purse strings and control of the populace. Well, guess what? Trump finished the job in less than 4 months, at a final cost 25 percent below the budget, saving about $750,000 of the estimated $3 million.

And - with Marina Granovskaia keeping a tight hold on the purse strings - Mourinho has had to make do with a pound-shop alternative to Stones in the form of Papy Djilobodji, bought by Chelsea on Deadline Day.

"Tax haven" nghĩa là gì?

Road Town, Tortola, British Virgin Islands. Photo courtesy Jorge Brazil.

'Tax haven' có từ tax là thuế và từ haven là nơi trú ẩn, nơi ẩn náu; từ này nghĩa là nơi có môi trường ổn định về chính trị và kinh tế, đánh thuế thấp hoặc gần như bằng 0, là nơi các đại gia/đại công ty đem tiền qua đó để "ẩn giấu", trốn thuế cao ở nước họ
(from investopedia: A tax haven is a country that offers foreign individuals and businesses little or no tax liability in a politically and economically stable environment. Tax havens also provide little or no financial information to foreign tax authorities. Individuals and businesses that do not reside a tax haven can take advantage of these countries' tax regimes to avoid paying taxes in their home countries. Tax havens do not require that an individual reside in or a business operate out of that country in order to benefit from its tax policies.
from google: A tax haven is a state, country, or territory where, on a national level, certain taxes are levied at a very low rate or not at all. It also refers to countries which have a system of financial secrecy in place.);
các tờ báo Việt Nam chuyển ngữ từ này đơn giản là 'thiên đường thuế' = tax heaven; google translate thì là 'thiên đường trốn thuế' -> chuyển ngữ còn chuẩn hơn ;)

Ví dụ
Panama Papers: Iceland's PM steps aside over offshore tax haven revelations.

Panama is a far bigger financial centre than the other jurisdictions on France's tax haven list, which currently includes Botswana, Brunei, Guatemala, Nauru, Niue and the Marshall Islands.

If you’re a wealthy Middle Eastern businessperson wishing to move some of your considerable assets to a traditional tax haven, there’s a reasonable chance you know the name of Helene Mathieu.

After decades of operating in relative obscurity, the BVI (British Virgin Islands) became the poster child of the offshore tax haven world in 2013, when secret banking documents leaked from Luxembourg and Switzerland showed that BVI companies had been used by the wealthy to buy mansions, yachts and works of art.
