'Time out of mind' nghĩa là thời điểm rất lâu rồi, rất xa xưa, không thể nhớ được (long before one would be able to remember; a very long time ago).

You might miss something for organisational reasons, but then you’d make up for it the next day. That’s the way it works in democracies, as it has since time out of mind. Except for Donald Trump. Except for Theresa May.
