At first glance, this fast-developing nation might seem to be a natural customer for Huawei. Its economy is entwined (bện, tết, ôm, quấn) with China’s, and Beijing has embraced (ăn nằm với nhau) the country’s Communist Party leaders in Hanoi as ideological (ý thức hệ) brethren (anh em đồng đạo, đạo hữu).

Yet Vietnam’s leading mobile carriers appear to be keeping Huawei out of their 5G plans, even if the government’s fear of incensing Beijing most likely prevents them from saying so.

...“The whole world needs to be careful with China,” said Maj. Gen. (thiếu tướng) Le Van Cuong, the former director (nguyên viện trưởng) of the Institute of Strategic Studies (viện nghiên cứu chiến lược) at the Vietnamese Ministry of Public Security (bộ công an). “If a superpower (siêu cường) like America regards China as a cybersecurity threat (nguy cơ an ninh mạng), then of course Vietnam has to.”

...“They don’t want to give China a reason to be angry,” said Alexander L. Vuving, a Vietnam specialist at the Daniel K. Inouye Asia-Pacific Center for Security Studies in Honolulu. “Any indication that the Vietnamese government discriminates (phân biệt đối xử) against the Chinese would be used as an excuse for the Chinese government to put more pressure on Vietnam.”
