USA Today: Nearly three years after city voters approved a $1.2 billion construction program over 10 years, the city has yet to see the first building completed. Average per-apartment costs have zoomed more than $100,000 past prior predictions, the study by city Controller Ron Galperin finds.

…At an average cost of $531,373 per unit – with many apartments costing more than $600,000 each – building costs of many of the homeless units will exceed (vượt quá) the median sale price (giá bán thị trường một căn hộ trung vị) of a market-rate condominium.

…Prices rose (tăng) dramatically (đột ngột) because of higher-than-expected costs for items other than actual construction, such as consultants (tư vấn) and financing (lãi vay tài chính/ngân hàng). Those items comprise up to 40% of the cost of a project, the study found. By contrast, land acquisition costs averaged only 11% of the total costs.

Based on a recent audit of the program.

-> It’s absurd for a government to be building houses, a task for which it is manifestly unsuited. What the government should be doing is easing restrictions (nới lỏng luật lệ/quy định/hạn chế) on building (xây dựng nhà ở dân dụng), improving (cải thiện) public transportation (giao thông công cộng) which increases the supply of effective housing and dealing with any shortfalls by using housing vouchers (tem phiếu).

blackouts are costing the Lebanese economy about $3.9 billion per year, or roughly 8.2 percent of the country’s GDP.

I asked why the Lebanese government can’t put the private generators out of business. He replied that EdL [the state-owned electricity company] is losing some $1.3 billion per year (lỗ 1,3 tỷ mỗi năm), while the private generators are taking in as much as $2 billion per annum. “It’s a huge business,” he said, “and it’s very dangerous to interfere with this business.”

…Nakhle, an official in the Energy Ministry, was admitting that the generator mafia bribes (hối lộ) Lebanese politicians (quan chức) to make sure that EdL stays weak and blackouts (mất điện (tạm thời) toàn thành phố) persist (tiếp tục tồn tại; vẫn còn; cứ dai dẳng)

Maya Ammar, a model and architect in Beirut…told me, “The one reason is in Lebanon that we do not have electricity is corruption (tham nhũng), plain and simple.”…The electric grid, she continued, is “a microcosmic example of how this country runs.”

"Not worth the paper it is written on" nghĩa là gì?

Một cú lừa ngoạn mục. Photo by Hian Oliveira on Unsplash

"Not worth the paper it is written on" hoặc "not worth the paper it's printed on" = không đáng giá tờ giấy để viết/ in nó -> (bản hợp đồng, thỏa thuận...) vô giá trị, không quan trọng.

Ví dụ
“Not worth the paper it is written on,” declared veteran heritage campaigner (nhà vận động di sản) and specialist architect (chuyên gia kiến trúc) Domenico Pecorari in front of a small but ardent (nhiệt huyết) crowd.

I don't trust landlords (chủ nhà) and leaseholds (nhà cho thuê). I promised myself I would never get involved with a leasehold property. Now finding out my freehold isn't worth the paper it's written on makes me so angry.

For Nenshi, the Green Line LRT construction might start later and end later. A newshound (phóng viên) asks about legal action against the province. “There is a signed agreement (thỏa thuận đã ký). At some point agreements have to be worth more than the paper they’re written on.”

"Put down on paper" nghĩa là gì?

Photo by Doug Robichaud on Unsplash

"Put (something) down on paper" = viết/ in điều gì lên giấy.

Ví dụ
“All you can do is put down on paper this is what happened, this is why I left, this my scenario (viễn cảnh), this is my situation,” Auriemma said.

I’ve always felt that with writing, the whole point of putting something down on paper is that you write it and then you read what you’ve written and start to pick up little breadcrumb traces (lỗi nhỏ) in what you’re actually after.

“I talked to students in different departments and different labs asking if they were unhappy, and they all agreed they wanted things to change,” said Charlie. “But when I asked if they would sign a petition (bản kiến nghị) to get a union rep to come down and talk to us nobody wanted to put their name down on paper. They all told me, ‘well, if I just keep my head down I can get out of here’."

"Leave a paper trail" nghĩa là gì?

"Tôi bảo cậu đi pha trà cơ mà!" Photo by Craig Adderley from Pexels

"(Leave/make/have) a paper trail" = giấu vết trên giấy-> (để lại) bằng chứng, chứng cớ, nhật ký hoạt động được viết thành văn bản viết tay/đánh máy hoặc được ghi lại trong hồ sơ.

Ví dụ
Smartphones are an important way for governments, tech companies and bad actors to snoop (rình mò) on you, as you leave a digital paper trail. But how does this happen?

In many cases, this is enough to get the content removed. If it is not, you are beginning to create a paper trail that will be useful should the issue escalate (leo thang).

Problem is, my boss doesn’t leave a paper trail when he assigns work (giao việc) to me. There’s no way of showing that he is stealing credit on projects or work that I did.

Every component (thành phần) had to have a paper trail and certification, which meant that the entire supply chain (chuỗi cung ứng), which hadn’t had to deal with US certifications had to get in line.

"Like nobody's business" nghĩa là gì?

Photo by Dan Gold on Unsplash

"Like nobody's business" = như là không phải chuyện của ai -> cụm từ này nghĩa là rất nhiều; rất nhanh; rất tốt.

Ví dụ
This bold brunette (cô gái da ngăm đen) is far past her 20s, but she’s rocking her bikini like nobody’s business. With a body like hers, men half her age probably want a piece of the action. If she has a daughter, it may be awkward (khó xử) when they “swipe right” on the same guys, but at least this woman is worth their attention.

"It also cracked me up because Danai [Gurira] and I, we have a lot of fun together. We also argue like nobody's business together and we would kill each other. And so when she said it would never work, I started laughing because just looking at the Danai I was like, 'Yeah, you'd either kill me or I'd kill you.' It'd be scandalous. It'd be all over, one of us would be dead. I just thought that was so funny."

This month, the mushrooms have been popping up (xuất hiện bất ngờ) out of the ground like nobody’s business and the number of poisoning (có độc) cases has risen aggressively. And it is no wonder (không có gì lạ, không có gì đáng ngạc nhiên); the mushrooms have had the perfect weather to thrive (phát triển mạnh), with plenty of rain after a warm summer and thus a high level of humidity (độ ẩm, sự ẩm ướt).

"Like sheep" nghĩa là gì?

Photo by Sam Carter on Unsplash

Osama bin Laden, they say, is guilty of sending terrorists (kẻ khủng bố) to bomb the World Trade Center, and, most Americans and people of the world have been herded (bị dồn lại) like sheep into believing that without proof (bằng chứng).

What is even worse is the meekness displayed by the three national television networks that allowed him to do this. At least the Global network acknowledged (thừa nhận) they had never seen anything like this, before they followed like sheep so they would not be scooped.

Mainstream (chủ đạo) media and social media both have a stranglehold (sự kiểm soát chặt chẽ) on the worldviews (thế giới quan) of millions of Americans. It’s unfortunate that so many people act like sheep, obeying the edicts (mệnh lệnh) from talking heads (phát thanh viên truyền hình), pundits (nhà học giả uyên thâm, nhà phê bình), and Democratic puppets (kẻ bị giật dây) who are trying to turn our nation into a progressive echo chamber (phòng ghi âm) where good is seen as evil and evil is seen as good.

"Get walking papers" nghĩa là gì?

Photo by Bench Accounting on Unsplash

"Get (one's) walking papers" = lấy giấy rời đi -> nhận đơn xin thôi việc hoặc yêu cầu rời khỏi, ly khai, ly hôn...

Ví dụ
Up next on the list of managers officially getting their walking papers: the Pirates have fired manager Clint Hurdle.

He packed up (gói ghém) his office, took a nap, took a shower and then met with Snyder and team president Bruce Allen before dawn to receive his walking papers.

Perkins was signed by the team in September after being released by the New York Giants. Perkins spent parts of three seasons with the Giants before finally getting his walking papers this year.

The New Berlin Education Association last week released a screen capture (ảnh chụp màn hình) of text messages in which the union contends (cho rằng) an administrator (quản trị viên) indicated teachers who were not tenured (bổ nhiệm) would get their “walking papers” if they were to participate in a strike (cuộc đình công).

"Set pen to paper" nghĩa là gì?

"Put/set pen to paper" = đặt bút lên giấy -> viết, ghi lên giấy tờ hoặc ký kết hợp đồng.

Ví dụ
He said teachers had done their part in preparing the pupils and it was now time for the 98 candidates (ứng viên) to put pen to paper and prove their critics (phê bình) wrong.

Smith’s rise to household-name (nổi tiếng) status may seem swift (nhanh), but she was putting pen to paper at an early age. "I’ve been singing since I was eight and I’ve been writing songs from 11, and I just haven’t stopped," she says.

The discourse (bài diễn thuyết), though at times heated, stems from (nảy sinh từ) a sensitivity to issues of representation that is both well-meaning (có ý nghĩa) and born out of a place of love and respect, arguably (có thể cho rằng) the very same place from which Gershwin first set pen to paper all those years ago.

"Season's greetings" nghĩa là gì?

"Season's greetings" = Lời chào đặc biệt đến mọi người trong những dịp lễ hội hoặc mùa hội, đặc biệt là vào dịp Noel.

Ví dụ
In this show, your hosts share some season's greetings from various world leaders to the Jewish People on Rosh HaShanah.

Fancy being transported to your own living room at Christmas time? Alan Ayckbourn’s Season’s Greetings at the New Vic Theatre will take you there and even further.

Personalisation is a growing trend, taking over Christmas traditions. With 2019 set to be the biggest Christmas yet to stamp your name (đóng tên) on festivities. Leading the way on the high street is Next, with the widest range of personalised homeware we’ve seen to date. From the Next Christmas wreath adorned with a personalised season’s greetings message to the festive barware embellished (làm đẹp, tô điểm) with names – we’re loving the vibes (cảm xúc, cảm giác, rung cảm).

"Winter on" nghĩa là gì?

Nỗi buồn băng giá. Photo by Tadeusz Lakota

"Winter on (something)" = Dựa vào điều gì để làm nguồn thức ăn/dinh dưỡng chính trong suốt tháng mùa đông, đặc biệt là nguồn thức ăn cho động vật.

Ví dụ
Some animals may be in danger of death during this winter because of lacking of plants or insects that they winter on.

Most some birds have to migrant (di cư) the northern to seek for a source of food because there's nothing to winter on here.

Especially with winter on it's way. For more information, contact Nicola at Health and Herbs, on 01524 413733 at her herbal (thảo mộc) clinic (phòng khám, tư vấn).

"Winter over" nghĩa là gì?

Tình bạn xuân, hạ, thu, đông. Photo by  Ben White

"Winter over" -> nghĩa là tồn tại, chịu đựng và vượt qua được những tháng ngày lạnh giá của mùa đông.

Ví dụ
The "season" signifies (báo hiệu) the period when the bugs (sâu bọ, rệp) in the northern hemisphere (bán cầu bắc) are searching for places to winter over, and stretches (kéo dài) from October to April.

If your grass has recently been mowed (cắt, gọt) and the leaves have covered the yard, it is a perfect time to put the bagger on the mower and gather mowed leaves to make mulch (lớp phủ, bảo vệ cây mới trồng). It can be put at the base of bushes and plants to help them winter over.

Hopefully, by now you’ve moved in any tender plants (cây cối, thực vật yếu, mỏng manh) that you hope to winter over. If you haven’t, and they are still alive, get to it now! Cut back dead, diseased and frost (sương giá) burned foliage (tán lá). Remove any cocoons (kén, tằm), eggs, or living insects (côn trùng). Flush out the pots to clear out fertilizer (phân bón) salts that may have accumulated during the summer, and hope for the best.

"In the dead of winter" nghĩa là gì?

Mùa đông không lạnh. Photo by Alvin Mahmudov

"In the dead of winter" = Trong giai đoạn lạnh tê cóng của mùa đông -> Giữa mùa đông, thời điểm lạnh và giá rét nhất.

Ví dụ
In the dead of winter, Albuquerque “really came with a look that I like to call 'pre-poc',” Bergman said. “It was already destroyed and ready to go.

The perks (đặc quyền, thù lao, y phục) go beyond climate considerations (thời trang hơn thời tiết), too. If you take a peek at airplane fares (vé máy bay) year-round, prices dip in the fall. The only time you’ll find lower prices is in the dead of winter.

Beartooth bassist Oshie Bichar added, "We're going on tour with Motionless In White. It's quite literally the only reason to actually leave your house in the dead of winter. So bundle up (bọc lại, gói lại) and get ready to have your faces melted (tan chảy) by the glowing warmth of a tasty riff."

"Summer and winter" nghĩa là gì?

"Summer and winter" = Hè và đông/sự kết thúc của mùa hè -> Điều khiển, giám sát và quản lý thái độ cũng như năng lực của ai đó để xem họ có đủ tiêu chuẩn để làm việc trong thời gian lâu dài không.

Ví dụ
I'm going to summer and winter him during this term to make sure if he fits for that position or not.

My new manager wants me to recruit (tuyển dụng) a new member for running a project in Korea. Absolutely, I will summer and winter that member.

It's not easy to become one of the staff at this school, because the principal is a young woman who's beautiful, smart and bossy. She's is a kind of perfectionist (người theo chủ nghĩa hoàn hảo, cầu toàn). That's why we have to summer and winter all newbies (người mới) for any positions.

...the latest products of eason, Keenan Systems (an Irish firm which makes feed-mixing wagons) have gone digital. With the help of Intel, Keenan has developed a computer that can be attached to its wagons (xe bò, xe ngựa). Every day the firm’s nutritionists (nhà nghiên cứu về lĩnh vực dinh dưỡng) load the computer with the herd’s dietary requirements (yêu cầu về chế độ ăn uống). Sensors (cảm biến) on the wagon weigh what the farmer puts into the mixer (người trộn, máy trộn) and compare it with what the recipe (công thức nấu ăn/dinh dưỡng) calls for. The collected data (dữ liệu được thu thập) are transmitted (được truyền) over the mobile-phone network to the nutritionists, who can analyse (phân tích) any deviations (sự trệch, sự lệch, sự trệch hướng; (nghĩa bóng) sự sai đường, sự lạc đường, sự lạc lối, sự xa rời) from the ideal (lý tưởng) in what the animals were fed. A big deviation triggers (làm nổ ra, gây ra; khởi sự một hành động, khởi sự một quá trình) a text message to the farmer. Smaller ones are noted, and the feed mix for the following day tweaked to correct any nutritional deficits that might have crept in.

Cainthus, another Irish company, is one of several startups hoping to use computer vision to boost farmyard productivity. It uses cameras to track cows in barns (chuồng bò, ngôi nhà thô sơ) and fields (cánh đồng), relying on machine learning (máy học) to analyse the images. The technology is sensitive (nhạy) enough to track individual animals, and to alert farmers if a cow is not feeding when it should be, or moving in a way that suggests it might be sick.

An alternative approach is to put the sensors inside the cows themselves. An Austrian firm called smaxtec has developed a sensor that can be swallowed (có thể nuốt được). It lodges  (ở, cư trú, trọ) inside the reticulum (màng lưới, mô lưới), one of a cow’s four stomachs (dạ dày), and stays there for the rest of the animal’s life, monitoring (theo dõi, giám sát) body temperature, movement and stomach acidity.

"Bring down the shutters" nghĩa là gì?

Photo by: Elijah Hiett on Unsplash

"Bring down the shutters" = kéo màn che/cửa chớp xuống -> nghĩa là dừng nghĩ ngợi hoặc bàn tán về điều gì.

Ví dụ
At 11.59pm this coming Thursday, the UK’s financial regulators (cơ quan quản lý tài chính) will bring down the shutters on Britain’s costliest (đắt giá) ever consumer scandal. At the latest count, £36bn has been paid out by UK banks to compensate (đền bù) people who bought often-worthless insurance cover thinking it would help them repay debts in the event of sickness or unemployment.

The Supreme Court-appointed monitoring (kiểm tra) committee's recent order may bring down the shutters of all the fitness (thể hình) centres, including gyms, yoga and meditation centres established across Delhi, after August 12, 2008, as all these centres fell under the “other” category of land use under Delhi Master Plan-2021, said a TOI report.

Kennedy qualified this on social media by explaining that the decision to bring down the shutters on DerbyCon was due to “culmination (cực điểm) of things we’ve had to deal with over the years not just one thing” or one individual.
