by Dau Tuan, Hiệp định thương mại tự do giữa Châu Âu và Việt Nam (EVFTA) vừa được Nghị viện Châu Âu bỏ phiếu thông qua. Một tin rất vui cho Việt Nam!
Đây có lẽ là hiệp định thương mại quan trọng nhất với Việt Nam sau khi TPP không còn Mỹ. Không chỉ hàng rào thuế giữa hai thị trường cơ bản được bỏ trong thời gian tới mà đây hứa hẹn một con đường đi lên tươi sáng của đất nước. Việt Nam chấp nhận các tiêu chuẩn cao và nhạy cảm như lao động, mua sắm công... để sẵn sàng cho hiệp định này. EU rất quan trọng để Việt Nam giảm sự phụ thuộc vào một thị trường, sức ép để nâng cấp nền kinh tế từ tiêu chuẩn cao của thị trường mua và nguồn cung cấp máy móc, công nghệ hiện đại.
Thông cáo của Nghị viện Châu Âu cũng khẳng định rõ “đây là thoả thuận hiện đại và tham vọng nhất từ trước đến nay giữa châu Âu và một quốc gia đang phát triển”. Tự hào lắm chứ khi Việt Nam là quốc gia thứ hai trong khu vực Asean, sau Singapore, có được hiệp định quan trọng này với Châu Âu. Mà Singapore là quốc gia đâu có nền sản xuất.

The “most modern, comprehensive and ambitious agreement ever concluded between the EU and a developing country” will contribute to setting high standards in the region, and could lead to a future region-to-region trade and investment agreement, said the Parliament, in an accompanying resolution adopted by 416 votes for, 187 against and 44 abstentions. The agreement is “a strong signal in favour of free, fair and reciprocal trade, in times of growing protectionist tendencies and serious challenges to multilateral rules-based trade”, MEPs stressed.
The agreement will remove virtually all customs duties between the two parties over the next ten years, including on Europe’s main export products to Vietnam: machinery, cars, and chemicals. It extends to services such as banking, maritime transport and postal, where EU companies will have better access. Companies will also be able to bid on public tenders put out by the Vietnamese government and several cities, including Hanoi. The deal also safeguards 169 emblematic European products...
Vietnam committed to ratify two bills as requested by Parliament, one on the abolition of forced labour, the other on freedom of association, by 2020 and 2023, respectively.
The trade deal can be suspended if there are human rights breaches.
