"Without a murmur" nghĩa là gì?

In a world’s first, a team of scientists at Purdue University built a tiny microrobot that can be operated inside a colon (ruột kết) of a living animal.

The goal is to one day allow such Lilliputian machines to deliver drug (đưa thuốc) payloads (trọng tải) to different parts of a patient’s body, greatly enhancing their effects (hiệu ứng, tác dụng) and applications.

The robot itself is only as wide as a few human hairs and navigates (lái tàu đi khắp (biển, sông...)) its colon environment by essentially doing back flips. Do whatever you need to do to make this happen. I’m not saying you need to be Mr or Mrs Sunshine, but at least be warm and friendly. Các bác ạ, miền Trung chỉ nắng được hôm nay nữa, từ mai lại đón bão số 8, khó khăn còn ở phía trước. Đợt bão vừa qua mọi người đã rất cố gắng rồi, tiền góp nhiều rồi, công không quản ngại rồi, bánh chưng nấu suốt quốc lộ 1 rồi. Chỉ còn có chút lời nói, sao không từ thiện nốt cho nhau, mà cứ quay ra vặc nhau để làm gì. 

Tiêu cực ở chỗ khác, ngu si ở chỗ khác, còn căng mình ra trong mưa trong bão, không ai là không vất vả, không ai là không dũng cảm.

Người xưa nói kiêu ngạo thì hay gặp động đất, ganh ghét thì hay lũ lụt, mà tham lam thì hay nắng hạn. Nước mình chẳng kiêu, chẳng tham cũng chẳng ganh, gặp thiên tai nhiều hay có phải do suốt ngày cứ cãi nhau ỏm tỏi lên không.

Trước một cơn đại hoạ, dù ở quốc gia nào, thì mọi nguồn lực, cá nhân hay tổ chức, chính quyền hay phi chính quyền, tự phát hay thường xuyên, đều cần thiết không thể thiếu. Các kênh này bổ sung cho nhau như cơm với cá, rễ với cành, đàn ông với đàn bà. Phép tính duy nhất là phép cộng. Cứu người, giúp người thì không có loại trừ, không có cạnh tranh. Ngồi so sánh kênh này với kênh kia là một việc rất thừa hơi, ngu dốt.

Cứu trợ của chính quyền với nạn nhân thiên tai là nghĩa vụ của chính quyền, và là xương sống của hoạt động cứu trợ. Tuy nhiên chi tiêu công có những ràng buộc của riêng nó. Phải có tiêu chí rõ ràng, phải được phê duyệt, có kiểm tra, kiểm soát. Bởi thế tính tức thời của nó giảm đi. Tiêu chí chặt quá có khi cứ loay hoay chả giải ngân được (như gói Covid). Tính linh hoạt gần như không có. Nhưng hoạt động này nhiều tiền, phục vụ số đông, nắm rõ địa bàn và thuận lợi về phương tiện. 

Thiện nguyện cá nhân không có tiêu chí, hoặc chỉ một câu ngắn gọn. Không cần thanh tra thanh mẹ, đã góp là tin nhau. Và sự giúp đỡ của những người dân cho nhau là ngay lập tức, giải quyết tại chỗ ngay vấn đề, cứu ngay, cho ngay, nhiều ít do cảm nhận, nhưng tình người lại thường công bằng hơn sổ sách. Nếu hoạt động của chính quyền như những viên gạch thì thiện nguyện của dân như mạch vữa, mềm dẻo, linh hoạt, khoả lấp những nơi mà sự cứng nhắc không vươn tới được, hay chưa vươn tới kịp.

Và có lẽ đã đến lúc bỏ khái niệm "thù địch" vào dĩ vãng. Tinh thần cảnh giác nhìn đâu cũng thấy kẻ thù đó chỉ đúng khi cách mạng còn ở dưới hầm, ngoại xâm ở trên mặt đất. Nay trời mình, đất mình, dân mình, làm gì có kẻ thù nào. Thiện nguyện chỉ là thiện nguyện, bánh chưng chỉ là bánh chưng, tiền chỉ đơn giản là tiền, thế thôi. A kiss is just a kiss.

Trong cơn nguy nan thứ cần nhất là sáng suốt, cho dự báo, cho điều hành, cho sơ tán, cho cấp cứu. Hãy giữ gìn sự sáng suốt cho nhau mà cơm sôi bớt lửa.
