'Out of the whole cloth' nghĩa là không một lời nào là đúng sự thật, hoàn toàn bịa từ đầu đến cuối (totally false).

Ví dụ
The allegations had been created out of whole cloth.

She said she twice told independent directors that she was unaware of the land purchase and that the board is now attempting to oust (trục xuất, hất cẳng) her over reasons “made up out of the whole cloth.”

In making the Medicaid expansion optional rather than mandatory, the Supreme Court created new law out of the whole cloth, based only on dicta in a couple of earlier cases.

This last point is also one that distinguishes the United States from virtually all modern democracies. We have no right to vote in our Constitution, so the Supreme Court has had to make up such a right out of the whole cloth of the Equal Protection Clause of the Fourteenth Amendment.
