'éminence grise' nghĩa là mưu sĩ, quân sư (a person who exercises power or influence in a certain sphere without holding an official position).

Ivanka Trump is not a loose cannon, which seems a pretty low bar for an eminence grise. Politico puts it this way: “She is the softer, more refined side of the Trump brand and an antidote to the candidate’s abrasiveness.”
While top Republicans across the country are increasingly speaking out against Trump, Shultz and Rice haven’t said anything. It’s odd, because many Republican candidates (and, shhhh, a few Democrats) seek the advice of Shultz, the 95-year-old GOP eminence grise and distinguished fellow at Stanford’s Hoover Institution.
Where Meacham breaks new and startling ground is reporting how needlessly harsh Bush 41 thought the rhetoric was, including Bush 43’s characterization in 2002 of Iraq, Iran and North Korea as an “axis of evil.” And for that tone Bush 41 largely blames Dick Cheney, defense secretary during his own administration and a man Bush 41 believed had grown more hawkish over time, perhaps because of the influence of his wife, Lynne, who, Bush 41 speculates, is “a lot of the éminence grise here — iron-ass, tough as nails, driving.”
