Today, I receive Decision 1071/QĐ-BKH in which Vice Minister assigned me to be member of the Project Executive Board (PEB) of the Technical Cooperation Project "Reinforcement of Small and Medium Enterprise Technical Assistance Center in Ha Noi" under sponsor of Japan.
Japan’s purpose in establishing this TAC is to assist Vietnamese SMEs in order to form a system of sub-contractors and supporting industries for Japan’s corporations investing in Viet Nam like: Honda, Canon… The reasons Japan change its investment direction to Viet Nam after its fiasco in China are because of recognizing risks in business environment and anti-Japan movement in China since 2003. Furthermore, Japan also highly appreciates Viet Nam’s economic potential as there’s no social unrest and political upheaval, high population, abundant labour force with relatively high quality and Viet Nam’s capability to be member of WTO in the near future.
Within the framework of this project, Japan will dispatch both long-term and short-term experts to TAC in Ha Noi to help capability building of TAC staff and sponsor equipments, machineries worth of US$ 4 million for TAC to function as technology transfer, equipment leasing, product’s quality testing for SMEs in manufacturing, electric and electronic industries.
However, there’s still discrepancy in our ASMED about the establishment of this Center. Those who disfavour this initiative argue that it is a model of the 1960s in the last century that only Japan still pursues in the world. Doing this way is to assist SMEs directly but with large number of enterprises in Viet Nam, to assist all of them means to establish many TAC of this types. So, where’s the money and staff for maintaining these center’s operational activities and equipments' depreciation. Developed countries in Western Europe and America are not following this method anymore. Now they concentrating in creating business enabling environment for SMEs through perfecting policy framework…, which means reaching to whole range of enterprises.
Okie. That’s only matter of policy and approach. Now, the decision is issued. So all odds must be settled down and embark upon with the project’s implementation. Time alone will tell.
P/s: I am sanguine of this project's success cos... I’m in PEB hehe.
