"Put sth in mothballs" nghĩa là gì?

“My daughter loves the ice skates (giày trượt băng) her grandmother gave her. I don’t think she realizes they had been mine when I was her age. Mom had put them in mothballs (cất giữ đôi giày), not sure if anyone would ever get any use from them. I’m sure glad she’d decided not to throw them out.”

“Our town clearly supports building a history museum. But the mayor came out to say that he’s putting the proposal in mothballs (xếp xó đề nghị này) for now. Apparently there isn’t enough funding available. Still, no one’s giving up hope that it can be reconsidered in the not-too-distant future.”

Will the Western negotiators (operating via the P5+1) insist that the red line (lằn ranh đỏ) be at the enrichment capability, as the UN resolutions have insisted? This would be a formidable task. Iran would need to reduce its centrifuges to a level consistent with the plausible (hợp lý, đáng tin cậy) requirements of a civilian nuclear program (chương trình hạt nhân dân sự), as well as destroy or mothball the remainder.
