'Out of a clear sky' = out of clear blue sky nghĩa là thình lình, không báo trước (by accident).

Ví dụ
The boom (tiếng rầm vang) is particularly terrifying (làm khiếp sợ, kinh hãi) because it is louder than a thunderclap (tiếng sấm nổ) and comes out of a clear sky without warning.

They hope it will offer clues as to why the plane plunged for eight minutes out of a clear sky in an accident that Germanwings’ parent company Lufthansa has described as “inexplicable” (không thể giải thích được).

The performance required to progress to the Champions League would now have to come out of clear blue sky.

Cloud-seeders can’t make rain appear out of clear blue sky. Rather, they create snow (and sometimes rain) where it’s most likely to occur in clouds. Yes, that cloud is full of water vapor (hơi nước), but sometimes, water needs to be coaxed into forming the ice crystals needed for snow.
