'Pour oil on troubled waters' = đổ dầu vào vùng nước đục -> nghĩa là cố gắng xoa dịu sự bất đồng, sự tranh chấp (làm nguôi cơn giận...) (try to settle a disagreement or dispute with words intended to placate or pacify those involved).
