'A committee is a group of men who keep minutes and waste hours' có từ minutes là phút và cũng có nghĩa là biên bản (cuộc họp); cụm từ này nghĩa đen là 'ủy ban là một nhóm người giữ/tiết kiệm từng phút nhưng lãng phí hàng giờ' (chơi chữ từ minute) -> nghĩa là các ủy ban thường mất rất nhiều thời gian/rất lâu để hoàn thành việc gì (nếu có hoàn thành được).
