"Đến trái tim từ dạ dày" là ý tưởng của Tokyo Metro. Tuyến tàu Tozai Line thần thánh nối từ tỉnh Chiba phía Đông Tokyo xuyên qua trung tâm tài chính Tokyo ở Otemachi sang phía Tây Tokyo luôn phải hoạt động quá tải, vận hành ở mức 199% công suất vào giờ cao điểm. Công ty vận hành Tokyo Metro quyết định tiến hành một thử nghiệm "experiment" mà anh em kinh tế gia gọi là "in-kind benefit": Nếu công ty có thể thuyết phục ít nhất 2000 người đi làm xa tham gia thử thách sử dụng chuyến tàu sớm hơn trong vòng 2 tuần tới, công ty sẽ mời những hành khách đi sớm nay ăn tempura miễn phí. Nếu 2500 người tham gia thử thách, công ty sẽ mời ăn mỳ soba. Nếu trên 3000 người, công ty sẽ mời ăn mỳ soba kèm tempura. (FYI: Từ 7:50 am đến 8:50 am có khoảng 76000 hành khách sử dụng tuyến Tozai đi làm khiến tuyến tàu luôn chật cứng.)

...The offer of free noodles comes as the Tokyo Metropolitan Government launched its own initiative called "Jisa Biz" over the next two weeks to encourage commuting outside of peak hours.
Nearly 1,000 businesses are taking part in the campaign, allowing their staff to start and end work earlier than usual, or work from home.
Metro officials have long attempted various campaigns to ease rush hour conditions especially on the Tozai Line, which links eastern suburbs of Tokyo and Chiba directly to the business districts of the world's largest metropolis.
During the hour from 7:50 am to 8:50 am, more than 76,000 passengers use the line, double the number of people the train was originally designed to comfortably serve.
Trains on the line operate at 199 percent capacity, which is still considered safe, but means passengers are packed so tightly (ép quá chặt) they would have difficulty moving their bodies or limbs (không thể cử động được người hoặc chân tay), said Takeshi Yamashita, a Tokyo Metro spokesman.
