'Enough to make the angels weep' = quá chừng/quá tệ khiến thiên thần cũng phải khóc/nhỏ nước mắt -> nghĩa là quá khủng khiếp (đau khổ, kinh hoàng), thậm tệ, ghê gớm (khó có thể chịu nổi), đau buồn, lo âu, lo lắng... tới mức làm lung lay nền tảng đức tin/niềm hy vọng của ai đó.
Ví dụ
It is enough to make the angels weep to see a great mass of America's wealthy and better-class sons full of zeal and fire with interest in the surging hundreds of the sisterhood of shame and death.
Most human beings are, unfortunately, ugly enough without putting glasses upon them, and to disfigure any of the really beautiful faces that we have with such contrivances is surely as bad as putting an import tax upon art. As for putting glasses upon a child it is enough to make the angels weep.
