'Keep (one's) own counsel' có counsel là ý định, dự định -> cụm từ này nghĩa là  im lặng, không thể hiện ý kiến/ quan điểm (trong cuộc hop).

Ví dụ
“That’s how frustrated (chán nản) and angry I had become. It’s difficult to sit there and hear people waffling (nói chuyện dông dài) on and keep your own counsel, let alone your temper.”

If you want to make progress on North Korea, then keep your own counsel and stop heeding (chú ý, để ý) the awful advice of others, particularly National Security Advisor John Bolton who has a long history of magical thinking that America can impose its will on other countries.

If in doubt, play it safe Aquarius. The Seven of Swords is a ‘warning’ card which hints (gợi ý) that not everyone around you has your best interests at heart, or would respond to your plans in a positive way. So, don’t share them. Keep your own counsel and be prudent about whom you trust.

Nixon usually kept his own counsel at formal NSC meetings, but this time he announced his decision on the spot (ngay lập tức): he chose the second option,  sending  the South  Vietnamese  into Parrot's Beak alone,  with the U.S. providing only small-scale air support (yểm trợ không quân quy mô nhỏ).
