'Float a trial balloon' = thả một quả bóng kiểm thử, trước kia người ta dùng bóng bay để tìm hiểu tình trạng thời tiết -> cụm từ này nghĩa là đề nghị, gợi ý một kế hoạch, ý tưởng để kiểm tra phản ứng của mọi người và nhận phản hồi.
