"Pull/drag (oneself) up by (someone's) (own) bootstraps" = tự dùng sức để vực dậy -> cụm từ này nghĩa là tự mình cố gắng vươn lên, vươn lên bằng nỗ lực bản thân.

Ví dụ
We have these very strong puritanical (khắt khe) roots and the idea that we make our bed, we lie in it, and you pull yourself up by your own bootstraps. It pits people against each other in a way.

It took me a few years to realize this was a childish way to address the chasm (sự cách biệt lớn) that had opened up between myself and my brother, a hardworking, by-the-books conservative who thinks he’s oppressed as a white male, and my dad, a self-proclaimed patriot who adheres to the “pull yourself up by your own bootstraps” brand of personal fiscal responsibility.
