"In special measures" nghĩa là gì?

"In special measures" = trong các biện pháp đặc biệt. Tại Anh, đây là tình trạng mà các nơi như trường học, bệnh viện phải kiểm tra thường xuyên, đảm bảo đã đạt được cải thiện so với lần kiểm tra trước.
