"Set great store by (someone or something)" = đánh giá cao, tin tưởng, đặt nhiều hy vọng và sự mong chờ vào ai/cái gì.

The present government has set great store by micro, small and medium enterprises (MSMEs) and entrepreneurship as engines of growth. Rightly so. The Mudra and Start-up India initiatives are illustrative of its keenness to promote a million new enterprises. These notwithstanding, credit growth to the MSME sector, particularly industries, is negative. Further, the problem of fund availability is not just of accessing institutional credit, but also about working capital availability.
When former President George H.W. Bush died last year the obituaries (lời cáo phó) made much of the fact that he was a politician from a different era — a man who set great store by kindness, civility and an ability to see others' point of view. The contrast with today's practitioners is, of course, stark. But even when he entered the White House at the end of the 1990s such characteristics were not the norm. A key exhibit in the case for Bush senior's decency (lễ nghi phép tắc) was his habit of writing thank you notes.
