"Checks and balances" nghĩa là gì?

"Checks and balances" = kiểm soát và cân bằng -> cụm từ này nghĩa là kiểm tra và cân đối (bộ máy chính phủ); hệ thống phân chia quyền lực giữa ba nhánh của chính phủ (hành pháp, lập pháp, và tư pháp) để ngăn chặn bất kỳ một nhánh có quá nhiều quyền lực. Mỗi nhánh có một số thẩm quyền để kiểm tra quyền lực của nhánh khác, qua đó duy trì một sự cân bằng giữa ba bên.
