'Reach an accord/agreement (with someone)' = đạt được thỏa thuận, thống nhất sau một thời gian tranh luận, thương lượng.

A vote in the House on legislation is expected as soon as Thursday, but it is not clear if Congress could reach an accord on such a bill (dự luật) before members leave for a two-week break at the end of this week.
This week’s summit of G7 leaders, which was supposed to provide a framework for the G20 meeting, failed to reach an accord after US Secretary of State Mike Pompeo insisted that the pandemic be referred to as “the Wuhan virus” in the final communique (thông cáo), a move guaranteed to provoke the ire (sự giận dữ) of the Chinese and meant the summit ended without reaching an accord.
The parties agree to a mediator (người hòa giải), and typically sign an agreement that sets forth the terms and conditions of mediating. Each party can still have his or her own lawyer to consult with. Neither side is required to agree to what the mediator proposes, or recommends. It is voluntary and provides an opportunity for the parties to reach an accord on aspects of the divorce that will lead to a final divorce decree.
