Khủng hoảng dịch Covid-19: có cần cứu doanh nghiệp không?

giáo sư Arnold Kling nói rằng:

ko nên gọi là khởi động lại, mở lại hoạt động kinh tế, mà gọi là tái sinh lại, làm mới lại,

bỏ những gì đã học về tổng cầu/tổng cung đi, hãy nghĩ về nền kinh tế như một bức tranh phức tạp của các mô hình chuyên môn hóa và thương mại. Tất cả mọi thứ bạn thích với tư cách là người tiêu dùng là kết quả cuối cùng của hàng triệu nhiệm vụ khác nhau được thực hiện bởi hàng triệu người: ví dụ, ngũ cốc mà bạn ăn vào buổi sáng, cần có tài xế xe tải để giao nó đến cửa hàng, có nghĩa là phải có người chế tạo xe tải, có nghĩa là phải có người sản xuất thép, phải khai thác kim loại, v.v...

khủng hoảng virus đã phân loại các hoạt động kinh tế theo hai thước đo: sự cần thiết và mức độ nguy hiểm, và nền kinh tế, khu vực tư nhân sẽ tự định lượng rủi ro và mức độ cần thiết, để nới lỏng dần (việc tuân thủ) quy định cách ly, phục hồi lại hoạt động bình thường, (các hoạt động ít cần thiết nhiều nguy hiểm như thể thao, du lịch, hội nghị v.v... giảm; thực phẩm, y tế v.v... tăng)

lối sống, hoạt động v.v... của người dân, doanh nghiệp đã chuyển sang và phải thích ứng với nhu cầu mới hậu covid-19, (online/qua mạng...)

nếu cứu các doanh nghiệp "hiện tại" tức là thuộc về mô hình hiện tại mà rồi sẽ là quá khứ, ko phải tương lai, càng bơm tiền để cứu những doanh nghiệp "cũ" (mà có khi đã yếu kém từ trước covid-19) thì rồi chỉ có dẫn đến lạm phát,

The virus crisis has broken many patterns of specialization and trade. Think of two scales.

Necessity: the importance of the activity for basic health and safety. Food and urgent medical care are high in necessity.

Risk: the potential for the activity to spread the virus. Large gatherings and travel to different cities and different countries are high in risk.

The higher an activity is on the risk scale and the lower it is on the necessity scale, the less likely it is that we are doing it right now. It either has to be low risk, high necessity, or both.

...As worries about the crisis deepened, people curtailed activities that were lower on the risk scale and higher on the necessity scale. We increased teleworking. Colleges closed. Many of us sharply curtailed our social contacts. Again, most of these were private-sector decisions.

What recovery means is a gradual loosening of the necessity/risk matrix.

...We are never going to restore the pre-virus patterns of specialization and trade.

...I am very skeptical of phrases like “re-start” or “unfreeze” or “re-open” as applied to the whole economy. I would prefer a phrase like “regenerate” or “renew.”

...As time goes on, the attempt to restore pre-virus patterns will run into the need for more and more patches and fixes. The easiest way to do this is to enact spending bills. Government will act as if it has unlimited resources.

In fact, these policies will be counterproductive, because they will inhibit the private sector from undertaking the necessary regeneration and renewal. As a society, we will be spending a lot more money without a corresponding increase in productive capacity. Too much money chasing too few goods is the very essence of inflation.
