"There is an exception to every rule" = quy tắc vẫn luôn có ngoại lệ -> nghĩa là quy tắc có thể không rõ ràng, cũng có thể thay đổi.

Ví dụ
This is difficult because the world is inherently complicated (vốn đã phức tạp); there are always exceptions to every rule or every observation (quan sát).

“Obviously there are exceptions to every rule and we are operating (hoạt động) with incomplete information at this time,” Anderson wrote. “But, for the most part, healthy people do not seem to have much existential risk (rủi ro tồn tại).”

Look who's got a helper. Only authorized personnel (cán bộ có thẩm quyền) are allowed on the trucks (actually at UPS they're exclusively referred to as "package cars"), but there are exceptions to every rule--especially for special pals (bạn).

There is an exception to every rule, and when it comes to trusting government (tin tưởng chính phủ), Mayor Bill de Blasio is the exception. His call to “nationalize” (quốc hữu hóa) key industries is little more than a desperate plea (lời cầu xin tuyệt vọng) for attention.
