"Before/when the balloon goes up" = trước/khi quả bóng bay lên trời (và mất hút) -> nghĩa là trước/khi tình hình trở nên nghiêm trọng, hỗn loạn, rắc rối...

Ví dụ
These drills (luyện tập) are planned out several months in advance, marked on the calendar and conducted (tiến hành) regularly to ensure (đảm bảo) that everybody knows exactly what to do when the balloon goes up.

Regardless of my capacity (năng lực), I learned two invaluable (vô giá) lessons: rely on your training and take care of your team. The guy next to you may not be on your short list of best buddies (bạn), but when the balloon goes up, you take care of him and he takes care of you. In hindsight (nhận thức lại), I recall so many times that the team took care of each other and got us through.

Col. Jeff Cooper once said something like, “If you are reading this and can’t put your hand on your defensive firearm (súng phòng thủ), all of your training has been wasted.” His point being that, when the balloon goes up, you will probably not have time to go somewhere else and arm yourself. When the problem is in your face, you will have to deal with it right now—with whatever you have at hand.
