"At the mercy of" nghĩa là gì?

"(Be) at the mercy of (someone or something)" nghĩa là ở thế phụ thuộc, phó mặc cho ai/cái gì định đoạt, bảo sao nghe vậy. 

Ví dụ 
GST forced the States to surrender (từ bỏ) their powers to raise resources independently through local State taxes and place them entirely at the mercy of the Centre for most of their financial needs (nhu cầu tài chính). 

The fair (hội chợ) is scheduled to run from Aug. 28 through Sept. 7. But because of COVID-19, the annual event is at the mercy of state restrictions (lệnh hạn chế). Colorado still has a ban on public gatherings of more than 10 people. 

Marlborough Civic Theatre Trust general manager (tổng giám đốc) Karyn Delves said the ASB Theatre had opened its box office with shows on sale and venues for hire, but the bookings could still be cancelled or postponed (hoãn). “We hope that they [shows] might happen, but we are at the mercy of any change to the alert levels (mức cảnh báo) and the capacity of our hirers to go ahead as planned,” she said.

Whenever peace-conceived as the avoidance of war-has been the primary objective of a power or a group of powers, the international system has been at the mercy of the most ruthless member.
