"Float a loan" có từ loan là khoản vay -> cụm từ này nghĩa là vay tiền của ai, cho ai đó vay tiền.

Ví dụ
Startups trying to float a loan to survive must navigate program’s choppy (bập bềnh) waters. Ziggi’s Coffee Owner Brandon Knudsen removes shades while working to update the Main Street store in Longmont on May 5, 2020. The store, currently closed due to the COVID-19 pandemic, is undergoing an update and will soon be re-opened when stay-at-home orders expire (hết hạn).

Equity (tính công bằng) guaranteed debt also involves relying on the reputation of a JV partner or a significant partner shareholder, which can then float a loan for the Indian company and guarantee it locally, making fundraising easier and more economical.

According to sources, Qatar is now attempting to float a loan of $4 billion to finance (cấp tiền) the Typhoon contract. If this proves anything, it shows that there is a limit to the Qatari abilities to finance the chaos (hỗn loạn) that it has been instigating in the Middle East and worldwide. This is already taking its toll (tổn thất) on the Qatari economy, especially since the facilities for the World Cup to be held in Qatar in 2020 are far from being completed.
