"Cash flow problem" = vấn đề dòng tiền -> nghĩa là thiếu tiền, thường do chi nhiều hơn thu.

Ví dụ
Fintech startups have solved (giải quyết) the cash flow problem of small and medium-sized enterprises (xí nghiệp) (SMEs) during the pandemic period. Figopara has acted as an intermediary (trung gian) for SMEs, financing TL 1 billion since its establishment and TL 600 million since the beginning of 2020.

As a result, many countries were already facing a debt (nợ nần) crisis before the pandemic. Then they were hit with a massive shock – trade collapsed, commodity (thương phẩm) prices plunged (rơi vào khó khăn; lao dốc) and their currencies fell. While powerful G20 governments offered more than 70 poorer countries a halt (tạm dừng) on their debt repayments this year, they didn’t actually cancel debts, treating the situation more as a cash flow problem which would blow over.

When it came to the Citizenship by Investment ( CIP ) the prime minister was steadfast (vững vàng, kiên định) in the belief, that he should listen to no one. Given that inflows like the CIP revenues are subject to sudden stops, the IMF outlined measures which were designed to minimize the impact of fluctuating flows on the budget.

What we do know is that Council is facing a huge financial deficit (thiếu hụt), the size of which is hotly debated, but the publicly acknowledged figure is $89M for last financial year. It also has an immediate cash flow problem and it has found an issue with its processes and accounting practices.
