"Two can play at that game" nghĩa là gì?

"Two can play (at) that game" = cả hai mới có thể chơi trò đó -> nghĩa là nếu một người biết lừa đảo hoặc làm điều có hại thì người khác cũng có thể làm vậy, ngụ ý về sự trả đũa lẫn nhau.

Ví dụ
In a speech to U.S. governors in February, Secretary of State Mike Pompeo warned that China was actively working to exploit American vulnerabilities at all levels. Two can play at that game.

This is Google’s understated way of saying “two can play at that game.” It’s very tempting for wasteful governments to fill gaps in their budgets (ngân sách) by raiding business for extra cash, because they can position it as clawing back some cash from horrid (kinh khủng, quá lắm), greedy capitalists (nhà tư bản tham lam) in the name of the huddled masses. This Robin Hood narrative can even be quite plausible right up to the moment when those extra costs are passed directly onto said masses.
