"In inverted commas" = trong ngoặc kép -> nghĩa là điều vừa nói không hoàn toàn đúng, thích hợp; nói kháy.

Ví dụ
Barça have won big on Monday to certify (chứng nhận) passage to the EHF Champions League quarter finals. After winning a 12-point win in the ‘away’ leg (in inverted commas because both ties were played at the Palau Blaugrana), they defeated Norwegian side Elverum by an even greater margin of 20 points to power their way into the next round of the competition, where they’ll meet either Meshkov Brest of Belarus, or HC Motor of Ukraine.

I have been “with” the same man for two years – that's in inverted commas because most of it has been long distance. Now, thanks to Covid, he's back in the country for good, and we're thinking about moving in together a few months after being full-time in the same place.

But to describe these charges as a tax, even in inverted commas, is both misleading and unfortunate.
