"Milk and water" = sữa pha nước -> nghĩa là nhạt nhẽo, yếu ớt; không có tinh thần, ý chí.

To those who knew him, however, he in no way suggests a milk-and-water person; they objected to him as a dangerous firebrand (kẻ xúi giục bạo động).
