The welfare state (nhà nước phúc lợi) has become, if it was not from the beginning, the redistributional (phân phối lại) state. Government policies (chính sách của chính quyền) for the limited purpose (mục tiêu) of saving the most unfortunate (không may mắn) from destitution (cảnh thiếu thốn, nghèo túng, cơ cực) have merged into governmental policies for the purpose of redistributing income and wealth among virtually all groups, rich as well as poor.
