Law tends to lag behind moral development (phát triển đạo đức), not because law cannot learn, but because experience has shown the wisdom of testing new ways in practice before congealing (đông lại, đóng băng) them into law.
DBx: Durant here wrote, not of legislation, but of genuine law – that is, of law that emerges through practice and experience, is embodied in custom, and comes to be discovered, articulated, and enforced by courts. One of the many problems (vấn đề) with legislation (làm thành dự luật), as distinct from law, is that legislation is often rushed (hối hả, hối thúc) – it is often enacted (ban hành) in reaction (phản ứng) to current events – without the legislators (nhà lập pháp) having sufficiently (đủ) considered (suy xét) the likely full consequences (hậu quả, kết quả) of their consciously created edicts.
Legislators typically underestimate (đánh giá thấp) the complexity (phức tạp) of the social systems (hệ thống xã hội) into which they thrust (đẩy mạnh, xô đẩy) their edicts (chỉ dụ).
