The Russian authorities have detained (bắt giữ) an editor (biên tập viên) working for Radio Free Europe/Radio Liberty, an American broadcaster funded by the United States government, on charges of failing to register as a “foreign agent,” (điệp viên nước ngoài)
The editor, Alsu Kurmasheva, who holds both Russian and United States citizenship (quốc tịch), is the second American journalist to be detained in Russia this year. In March, Russian special services detained Evan Gershkovich, a Russian correspondent (phóng viên) for The Wall Street Journal, on espionage (gián điệp) charges, which he and The Journal have denied. He remains in a high-security prison (nhà tù canh phòng nghiêm ngặt) in Moscow awaiting trial (chờ xét xử).
Ms. Kurmasheva’s detention (giam giữ), in Kazan, a major city about 500 miles east of Moscow, is likely to further raise suspicions (nghi ngờ) that the Kremlin now views American citizens on its soil as high-profile assets (tài sản cao cấp) that can be traded for high-value Russians held in United States custody (giam giữ).

Under Russian law, individuals and organizations receiving funding from abroad (nhận tài trợ từ nước ngoài) and engaged in loosely defined political activity (hoạt động chính trị được định nghĩa một cách lỏng lẻo) must register as foreign agents or face prosecution. The law, passed in 2012, has been criticized by rights groups as a political tool (công cụ chính trị) used by the Russian government to suppress (trấn áp) dissent (bất đồng chính kiến) and stigmatize (bêu xấu) perceived critics of the Kremlin.
