"Out-relief" nghĩa là gì?

'Out-relief' có từ relief là sự cứu tế, tiền trợ cấp; vì thế cụm từ này nghĩa là tiền trợ cấp dành cho những người không ở trại tế bần (money given to poor people not living in a workhouse; = outdoor relief).

Ví dụ
Rural poorhouses were often only temporary, coexisting with traditional forms of out relief and rarely achieved permanent or continuous usage.

The passing of the Workhouse Test Act in1723, gave parishes (giáo dân) the option of denying out-relief and offering claimants (người thỉnh cầu) only the work house where the able-bodied were required work, usually without pay, in return for food and a roof over their heads.
