Although most of the refugees on Nauru have been there for five years, some of the children are younger than five years old. They were born there to refugee women. They are classified in Australia’s Migration Act as “transitory children”. They are treated as boat people, even though they have lived their entire lives in detention on Nauru.

The territory (Hong Kong) has seen rapid changes to its humanitarian policies since the days of so-called “Vietnamese boat people” – a term used to describe the 200,000 refugees arriving following the Fall of Saigon in 1975 – which prompted the city to declare itself a “port of first asylum.”

During this time, as governor of Iowa, Ray personally kept the culture of the Tai Dam ethnic group from Laos intact by offering them a home in Iowa in which they could resettle as a people. He was the first governing leader anywhere in the world to step forward to accept the “boat people” refugees from Vietnam who were drowning and dying at sea.

The 1979 Geneva meeting took place at a moment of crisis. In the months leading up to it, an exodus of boat people fleeing the south of Vietnam had escalated dramatically, driven in large measure by nationalization (quốc hữu hóa) of private enterprises (doanh nghiệp tư nhân) in the south of Vietnam, mistreatment (ngược đãi) and crackdowns (đàn áp) on religious communities, continued repression (trấn áp), and official encouragement of departure as well as expulsion (trục xuất) of ethnic Chinese (Hoa kiều).
