"Spend (money) like a drunken sailor" có cụm từ "drunken sailor" chỉ một gã thủy thủ bợm rượu, có thể hiểu câu này như tiêu tiền như rác/ tiêu tiền như nước = tiêu tiền một cách phung phí, thiếu suy nghĩ.

Ví dụ
A few years ago Nigeria was listed in some quarters as a most flamboyant (lòe loẹt) and profligate (hoang phí, trụy lạc) country. That was a time when Chief Olusegun Obasanjo said that “We are spending money like a drunken sailor …”

What a waste (lãng phí) of taxpayer (người nộp thuế) money to spend $5 million on a lawn bowling clubhouse (câu lạc bộ). There are sports that don’t even have basic facilities like washrooms and drinking water. I see my taxes going up and how this council (hội đồng) spends money like drunken sailors.

Washington is going nuts (phát điên) under the leadership (sự lãnh đạo) of Donald Trump! These people are spending money like drunken sailors — and I was one, so I know what one is. One example is those people from the White House at the bar in Mar Largo helping themselves to a reported $1,000 in liquor (rượu). Another is spending trillions of dollars at the border (biên giới) with Mexico.
