'Cat's paw' = móng vuốt của mèo. Từ này bắt nguồn từ truyện ngụ ngôn nói tới một con khỉ thuyết phục mèo sử dụng móng vuốt của nó để cời hạt dẻ từ trong than nóng ra -> những người bị lừa gạt, hoặc bị lợi dụng cho mục đích của người khác

But will New Delhi have enough room to breathe, to manouevre (tập trận)? And does it want to be built up as a counterweight (đối trọng) to China, to be Washington’s cat’s paw in the region?
