"Walk on eggshells" = đi trên vỏ trứng -> rất cẩn thận về lời nói hay hành động của mình.

To do this means that other people will not feel as if they have to walk on eggshells around you. Eggshells diminish (giảm dần) how close you will allow someone to get to you.
Yet Guterres continues to walk on eggshells around the US and other major powers (cường quốc). For example, he has been unwilling (không thật lòng) to publicly condemn (lên án công khai) China’s mass detention (giam giữ) of one million Turkic Muslims in “political education” camps while praising Beijing’s rights-free “Belt and Road Initiative.” The victims (nạn nhân) of this mass arbitrary detention have reason to feel abandoned by the UN chief, as do victims of severe (nghiêm trọng) repression (đàn áp, trấn áp) elsewhere.
