"A dead letter" nghĩa là gì?

"A dead letter" có từ letter là lá thư, công văn -> từ này nghĩa là đạo luật hoặc thỏa thuận/hợp đồng hiện hành nhưng không còn được tuân thủ hoặc áp dụng trong thực tế. ngoài ra, từ này còn có nghĩa là lá thư sai địa chỉ.
