"A lame duck" nghĩa là gì?

"A lame duck" = con vịt què -> nghĩa là tổng thống hay vị dân cử sắp mãn nhiệm, nghĩa khác là người không thành công, vô ích/bất lực.
Ví dụ
Wisconsin Republican state lawmakers are suing (kiện) the Democratic attorney general, arguing that he’s not complying with laws passed during a lame-duck legislative session in December that limited his and the incoming governor’s powers shortly before they took office.
Shortly after Vice President (phó tổng thống) Aaron Burr was indicted for killing Alexander Hamilton, Burr returned to the Senate as its presiding officer. There, as a lame duck, he led a process that was supposed to remove duplicative procedures from the Senate’s rules. Burr convinced (thuyết phục) senators to eliminate (loại trừ) a process called the “previous question motion.”
Maddon and Nationals manager Dave Martinez go way back. They worked together with the Rays and the Cubs before Martinez was hired to manage the Nationals after the 2017 season. Maddon’s contract is up after the season, and he either will be a lame duck or a pending free agent, depending on your point of view (cách nhìn). Martinez’s opinion is unambiguous (không mơ hồ).
