"Blow a hole in" nghĩa là gì?

'Blow a hole in something' = tạo lỗ thủng lớn ở (cái gì) -> gây ra thiệt hại lớn, phá hủy thứ gì; (kinh tế) tiêu tốn, sử dụng, thất thoát một lượng lớn tiền của; làm giảm hiệu quả, phá hỏng (kế hoạch, mục tiêu, hệ thống).
Ví dụ
A former finance minister yesterday urged the government to “blow a hole in the budget” to end the “national emergency” created by Bahamas Power & Light’s (BPL) generation crisis.
Compounding the issue is the fact that the federal individual income tax provisions expire (kết thúc) in 2025, while the state's "offset" cuts stay in place. This means the money Republicans are allegedly "offsetting" to pay for their cut will disappear, leaving a significant hole in state revenue.
