"Budget dust" nghĩa là gì?

Ta dùng cụm từ "budget dust" khi nói về một khoản tiền/ngân sách nhỏ (so với tổng thể ngân sách) còn lại sau khi lượng lớn ngân sách đã được chi tiêu.
Ví dụ
“I think it’s certainly a sign that we need to be cautious about how much we ramp up (tăng) our spending growth if they’ve only increased that projection (dự phóng) for the next two years by $11 million,” said Republican Sen. Ben Kieckhefer, a member of the Senate Finance Committee (Uỷ ban tài chính thượng viện). “That’s practically budget dust.”
The Public Arts Committee has spent only $147,000 on public art since it was created in 2008 and has saved the remaining funds from the city. The city allocated (chỉ định) $230,000 for general public arts in the current fiscal (công khố) year’s budget and plans to do so through 2024. “It’s budget dust,” Zenni - executive director of the Arts & Culture Alliance - said.
Scott Barnett, president of San Diego Taxpayers Advocate (người ủng hộ), opposed the measure — officially called Proposition (đề xuất/tuyên bố) H. In his view, the shortfalls (sự thâm hụt) should concern voters. “If it was only gonna be for five years, then what’s the point? I mean, that’s like budget dust in the scheme (ý đồ/ kế hoạch) of things,” Barnett said. “It’s just not that much money.”
