"Draw fire away from (someone or something)" = Rút súng tránh xa ai/vật gì -> Nhử mồi/thu hút sự chú ý của người bắn súng để tránh mục tiêu/đối tượng chính bị bắn. Thu hút/làm xao nhãng sự tấn công của đối thủ để ngăn chặn mục tiêu chính bị tấn công.

He also seems to be gathering a large portion of federal law enforcement (tuân theo luật liên bang) under his control, which, again, historically does not end well for a country. If the president* is trying to draw fire away from the Mueller Report, he's going about it quite enthusiastically (nồng nhiệt, hăng hái).

"The goal was to draw fire away from the real battery (khẩu đội pháo, cuộc hành hung) to us," he said. "For instance, when the Rhine [River] was crossed, we were able to get the German army (quân đội) to assemble (tập hợp) opposite us, firing at us. And when the actual crossing was made, about 20 miles to our north, there was practically no resistance."

This isn’t mandatory (không bắt buộc, cưỡng chế). We actually defeated (thất bại, thua trận) Walker on our own, but the final Ghost Recon Breakpoint campaign mission will be drastically easier if you are playing with at least one other person. Not only will this person be able to deal extra damage (tàn phá) against enemies (địch thủ), but they’ll also draw fire away from you so that you can focus on dealing with Walker. Given how quickly he can shred (xé thành vụn) your health bar, it will make the fight much more manageable.
