"Plow something back into something" or "plow something back" nghĩa là tái đầu tư (lợi nhuận vào một ngành kinh doanh chẳng hạn).

Ví dụ
He kicked things off by expounding (trình bày chi tiết, giải thích) on the virtues of a strong middle class, whose fate, he said, depended on “what companies decide to do with their profits”: invest them in “research, training, equipment” or plow them back into “shareholder (cổ đông) payout.”

That happened, too, in the 1980s, when Reagan and the Republicans slashed (cắt bớt) taxes on the wealthy, both income taxes (thuế thu nhập) and capital gains (thuế lãi về vốn), and the rich people took big chunks of these windfalls (vận may bất ngờ) and began to plow them back into the cause of electing and reelecting Republicans who would cut their taxes even more.

You need to listen to the people who are making the change, and listen to the people affected by the change. That doesn’t mean you value all feedback equally, or give the people who are complaining more time. But look hard for the useful nuggets in what people tell you, and plow them back into your plans. In a way, this is the extended version of engaging your stakeholders (No. 4).
