The U.S. opened a prison camp at Guantánamo Bay, Cuba; hundreds of men were taken there and held, often for years, most without being charged; a number were subjected to torture (tra tấn). A network of secret prisons and torture sites was also established around the globe. (President Obama ended the C.I.A.’s torture program by executive order in January of 2009.)
