"Dead wood" = gỗ cây chết -> người hay đồ vật không còn hữu dụng hoặc hiệu quả.

Ví dụ
There's definitely a case for decriminalising (hợp pháp hóa) the removal of dead wood.

We have PennDOT and the Turnpike Commission in Pennsylvania. Why? The commission must pay PennDOT millions of dollars per year. The commission is in debt. Duh! Combine both bureaucratic agencies, get rid of the dead wood and you will have efficiency.

Internet forms the mainstay (trụ cột chính) of the current times and is in fact a boon companion of man in the modern times. Internet is the constitutive element of the current times, sans (không có) which life seems to be a dead wood and bereft (thiếu mất) of technological assimilation (đồng hóa).

One of the first things I did was clarify (làm rõ) lines of authority (phân tách thẩm quyền) within the NSC staff dealing with national (quốc gia) and homeland (nội địa) security (an ninh) issues, since they were at bottom exactly the same thing. I also swept away duplicative, competitive billets and fiefdoms (thái ấp, đất phong), and made it possible for the NSC staff to speak with one voice. With the deadwood cleared away, we were off, although incredibly frustrating bureaucratic battles and obstructionism still lay ahead. We needed to do two things: first, we needed a Trump Administration cyber strategy, and second, we needed to scrap the Obama-era rules and replace them with a more agile, expeditious (chóng vánh, mau lẹ, khẩn trương) decision-making structure.
