"(Have/get/give) a head start (on something)" = đi trước, bắt đầu trước -> nghĩa là có được sự bắt đầu thuận lợi, nhiều lợi thế hoặc sự khởi đầu sớm hơn so với người khác.

Ví dụ
Pollen (phấn hoa) has a head-start on spring, as Lehigh Valley ranks among nation’s worst for allergies (dị ứng).

For African governments, what this means in practical terms (mặt thực tế) is we have a headstart in terms of managing the pace of the outbreak (bùng phát). Epidemiologists (nhà dịch tễ học) suggest that the progress (tiến triển) of the disease follows a definable (rõ ràng) growth curve, and that the countries that have had the best success at managing the outbreak are those who stop it early.

We need to ramp up manufacturing processes (quy trình sản xuất) in readiness (sẵn sàng) for the vaccine so that we have a head start when one is ready, and has demonstrated (chứng minh) protective effectiveness (bảo vệ hiệu quả) in people – probably in about 12 to 18 months. On top of that, it may be that we will have to be ready to prepare vaccines for seasonal outbreaks (bùng phát theo mùa) of Covid-19 in coming years.
