"Scare quotes" nghĩa là gì?

"Scare quotes" = dấu ngoặc kép đáng sợ -> nhấn mạnh từ/trích dẫn câu trong dấu ngoặc "..." với ý chỉ trích hoặc hoài nghi.

It may be related to the fact that Homes for Lambeth’s “business plan” (in scare quotes because it doesn’t fulfil (hoàn thành) either role) is the only item on the agenda (sổ kế hoạch), and that it’s so far from being a fit-for-purpose (phù hợp với mục đích) business plan, that as little scrutiny (xem xét kỹ) as possible is being hoped for.

The bills (dự luật) would have given “the Minister of Finance” (Bộ trưởng bộ Tài chính) broad unilateral authority (quyền đơn phương) to spend, borrow and tax until the end of 2021, without seeking the approval (phê chuẩn) of Parliament (Quốc hội). (I put “the Minister of Finance” in scare quotes in that sentence because the current Minister is Bill Morneau.)

On Monday, Donald Trump got back to the business of being a reckless (khinh suất), anti-science moron (khờ dại), floating the idea that we should end this social-distancing (cách ly xã hội) business sooner rather than later in order to “save” the economy (nền kinh tế) from the coronavirus. (We’re using scare quotes here because apparently the president hasn’t considered the fact that if hundreds of thousands or even millions of Americans die, the economy will be in worse shape (tình trạng tồi tệ) than it is now.)
