"The/a liar is not believed when he tells the truth" = đã là kẻ dối trá thì nói gì cũng chẳng ai tin -> nghĩa là khi bạn đã mang tiếng là kẻ nói dối thì nói gì cũng vô ích thôi, cho dù đó là sự thật. Câu nói được đúc kết từ chuyện cổ tích "Cậu bé chăn cừu".

As bluntly (thẳng thừng) stated by the Roman statesman (chính khách) Cicero, “A liar is not believed even when he tells the truth.” One seemingly harmless (vô hại) way in which a young person's personal reputation may be tarnished (vết nhơ) is failing to keep what appear to be small promis.
A shady (mờ ám) person never produces a bright life. Herbert Casson said, “Show me a liar and I will show you a thief.” A liar will not be believed even though he tells the truth. George Bernard Shaw said, “The liar's punishment (hình phạt) is not in the least that he is not believed, but that he cannot believe anyone else."
The moral (đạo đức) is stated at the end of the fable (truyện ngụ ngôn) as, “Even when liars tell the truth, they are never believed. The liar will lie once, twice, and then perish (mất phẩm chất) when he tells the truth.” In other words, it does not take many lies to make a liar, and when someone is considered a liar, this person suffers the consequences.
